Sickle slides out in transport? mounted IH type

When I put the bar up for transport the bar slides downward. Is something missing our do I just need to tighten the hold downs. The bar does seem to "slap" when not in heavy grass. And if so how tight do you set them. Thanks for any help, suggestions. Jeff P.S. The mower is on a Farmall C 1948
 
On all old sickle bar mowers there is a stop where the pitman end attaches to the sickle. This is to keep the sickle from falling down and out. There has been many a farm worker lost a finger by not properly lifting the bar and the sickle will slide down and off came a finger. The first hold down usually had a bumper on it to hold the sickle up. It is not heldup by friction.

This should be a "universal" farmer tech fix.

Notice the 2x4 wooden block between the sections secured by a green bungee cord.
 
Is it a Mccormick mower?

The one we used on our Super C had:
> a ttitt on the back of the pitman ball clamp
and
> the top, rear hold down plate on the inner shoe had the inner end bent up about an inch.

When the cutterbar was raised, the ttitt on the pitman would hit the bent up part and fall no further.

Pitman turned over backwards, you have the back side of clamp to front and front side to back. Will also help with slop.
 
There is an ear it is supposed to catch on to hold it up, but they sometimes slip off even when everything is right. we used to tie the pitman up with a piece of baler string, which would also hold the sickle.
