Leaking fuel on JD 70 Diesel

Hi, I have a 1956 John Deere 70 Diesel that has started leaking fuel around the bottom of the Governor housing on the side of the Fuel pump. There is no leak around the fuel pump itself. As well, there is either a fuel/soot mixture or oil blowing out of the top of the exhaust pipe and muffler when the tractor is pulling under a heavy load. Could both problems be related and any suggestions on a fix? Thank you
 
There is a weep hole on the bottom of the fuel pump. Is that the source of the leak or is it really coming out of the bottom of the governor housing? It is common for the seals in the pump to go bad over five and a half decades and is a fairly easy repair.
It is also common for the old girls to slobber with age. Some say the answer is to work them good and hard.
 
Thank you for the advise. I do not find any leak under the pump at all. completely dry. I have the Service manual and know ther is a schematic for the pump. Would you suggest just getting the replacement pump parts kit from Deere or another source? Thx again.
 
I bought the seals from Deere. There are two. One faces the governor and one faces the pump. There is a felt washer in between over the weep hole. It is a pretty easy fix if the shaft is in decent shape.
