OK i think after this post my tractor will hopefully be running well. now that the mag is working, the tractor is cutting out with the choke fully open. I have three possibilties as of now: one, the air intake from the carb was not connected to air cleaner, which could mean i was sucking to much air. second, the load jet may have something in it, restricting flow (according to a REAL mechanic) and third, my valves may need to be adjusted to the appropriate .020 that the manual calls for, although i dont know the current adjustment on that. Any suddestions? thanks in advance for the advice, hasn't failed me yet.
 
Having to choke it to get it to run properly means either too much air, or too little gas. Check gas first- take the sediment bulb off and see if you are getting full stream, not just fast dripping.

I don't get the air filter thing- airflow through the carb is controlled by the throttle plate, not the choke- and rigs run just fine without an air cleaner at all. "Too much air" means from some source other than the carb- such as a cracked intake or leaking gasket. Check that by running it a choke setting that its running a little rough, and spray WD40 or ether around the intake manifold. If it starts running fine, you've got an intake leak.
 
You maybe on the right track but you could also be off base. If you do not have a good blue/white spark that will jump a 1/4 inch gap spark could still be your problem because a rich mixture burned easier then a lean one does so a poor spark will also cause your problem
