The dash panel has to come off, and to remove the dash you need to remove the steering wheel. Hardest part of removing the dash panel is probably getting your hand in to unhook the governor lever if you have big hands.

Are there bolts underneath the tank tht have to
be removed?
Is the steering wheel keyed or splined?
at the present there are bees or hornets that
have to be eliminated so I haven't had a very close look.

The steering wheel, as I recall (it's been about 8 years) is a tapered spline, so once it breaks free, it comes right off. I recall 4 bolts, and all of them are easy to get at once the dash is removed. I think there were 4 bolts holding the dash panel once you get the steering wheel off and governor lever unhooked.
