I finally got my backhoe running again, after changing fuel and air filters did not fix it, I found out about a check valve in the injector return line on the pump, so I took that out, it was blocked, cleaned it out, put it back in, tractor runs again.
 
Not too long ago I found the same problem on my 585 CASE forklift. Took a while to find problem,but that fixed it.

Removing the ball check or cleaning it will
make the engine run ,BUT it will not fix the cause.
What has caused the plugged condition is the
failing of the governor drive ring .If you do not
replace the ring soon ,the weight basket will cut
off the rivots that the ring is mounted on.
when the rivots are cut off you will have no
rotation of the weight basket and therefore no
governor action, and with out the governor you
are in a full fuel condition. In other words
there is not limit to the rpm and engine will
increase rpm untill it structurly comes apart.

Removing the obvious problem is fine to get
the tractor back to the shop , but do not run
it that way.
