Jd 960 18' field cultivator issues

there are two hydraulic rams that raise and lower the fc,one on the right side and one on the left. the ram on the right side does not go down as far as the one on the left, thus we have an un-level fc. has anyone ever experienced this or have a possible solution to fix my problem. Thanks.
 
Believe those should be what I think are called re-phasing cylinders. Sometimes when they get out of wack you have to hold your lever in the raise position for several seconds and both cylinders should raise the FC and get back in sync. Otherwise, you probably have a defective cylinder.
 
Look in your operators book. The earlier post was correct in that the cylinders need re- phased. The problem is that some do re-phased when held up all of the way others have to have a collar taken off of the cylinder first.
