Looking at a case 1818 slidloader, operating capicidy is 550 lbs, lifting capicidy is 1100 lbs. Whats that mean?
 
Lifting Capacity is actually ROC-Rated Operating Capacity. It means the weight that can safely be lifted on almost any terrain without forward tip. Lifting Capacity is actually Tipping weight or the amount of weight that makes the machine tip forward. My Bobcat S205 has an ROC of 2100 lbs but a lift or tipping capacity of 4200 lbs. Usually the engineers take the tipping capacity and cut it in half to get the ROC. Hope this helps
 
550 lbs. is what you can safely lift. 1100 lbs. is how much it will take to make it tip forward. For a conventional machine operating capacity is half of tipping capacity. Another figure is breakout force which is how much power the hydraulics have when digging in tough ground. I don't know what you want a skid steer for, but I'd look for a machine with at least a 1000lb. operating capacity. 1300lbs. is a common size. Dave
 
SAE Operating capacity is the amount of weight it will lift safely to full height without tipping. In my experience the tipping point is not very far away from that number.
'Lifting capacity' can be just about any figure they want to use to make the numbers look impressive. It probably relates to what it will lift at 4' high or roughly the weight of a pallet that it might rassle off a truck, probably not safely. It might also relate to pure breakout lift which is the maximum lift of the arms at ground level.
Go by the SAE operating cap.
That's also a very small machine. I'd go for something at least 2-3 times the size unless you have some rare need for a sub-compact loader in confined spaces...
