probably needs a ballast resistor
6 volt systems no resistor
12 volt needs a ballast resistor or coil with resistor built in

check voltage at coil with switch on if less than 9 volts then there is a resistor somewhere in the system.
if 12 volts it will start better but coil won't last
best way is when starter is engaged resistor is bypassed sending 12 volt to coil then resistor is in circuit when tractor is running
