This is how it works.

Pick an issue that has no real solution

Attempt to quantify the issue with silly math, and convert the issue to a problem

Come up with a government department to manage the issue with tax payer dollars that are printed at random.

When the issue seems to not be going well, get more money from the taxpayers to "solve" the issue

Keep doing this until someone realizes that the process is insane, then find another "issue"

keep going until the country is bankrupt
