Clean out the carb, real good, put a kit in it, if you have to. Drain the gas tank, and get a good look inside with a flash light if the tank is clean, put in a couple gals of fresh gas, make sure the valve is open, and try starting. You might also want to pull the valve cover, and inspect the rocker arms, and push rods, while cranking, to make sure nothing is stuck. Don't pull start a ford that has been sitting a while, if it starts to run, with a stuck valve or two, you'll bend up push rods.

follow what dave said, and i would also pull the spark plugs, pump 3-4 good squirts of trans fluid in each cylinder and bump the motor over a few times to spread the oil around. when you drain the engine oil look for water or coolant in it too. lube up the valve train too before attempting to start it.

Well just for your info. 1953 Ford is the Jubilee and 1954 is an NAA. Almost the same but not the same. That said here is what I would do and most tractors I buy have say for years if not decades.
FILL the cylinders with ATF and let it sit a week. Be sure you put the spark plugs back in so as to keep dirt etc out. Then after a week pull the plugs and spin it over. During that week clean/replace the points so you know it has spark. Clean and or in some way check out the carb to make sure it works as it should. If it did in fact sit that long the float will most likely be stuck and or even bad and the carb will be full of rust etc etc. and will need work.

Fill cylinders with diesel, let it set a week. Drain Oil and change oil. Clean plugs, clean carb, Check oil bath cleaner. Pull valve cover. Look for mouse nests every where. Check valves are free. Drain and replace fuel in fuel tank. Charge battery. Start the engine. DO NOT TRY TO BREAK AN ENGINE LOOSE BY PULL STARTING IT OR USING A PIPE WRENCH ON THE CRANK START. My grandad did that to a WC he was helping me with and ruined the oil sump and the cam shaft gear which is forge to the cam shaft.

Also be sure to lube the generator and remember that it was 6 volt originally and most likely still is. So no 12 volt battery should come near it with out asking some more questions first.

Definitely remove the valve cover or you will most likely regret it.

In the future for your next endeavor I would recommend that you first remove the valve cover and then roll the engine over by hand after you have removed the spark plugs and soaked the piston rings with some ATF for a few days first.

And not to be nit picky but the 54 Ford is the NAA. Some guys will corner you on that. And no they are not the same, but darn close.

Good luck to you.
