1942 Ford 9n with starting issues

I ran my tractor out of fuel...choked it a lot before putting fuel in it...now, won't start unless I pull start it...never had starting issues before. when running, sounds like it is missing. Changed plugs...don't know where to go next...so I came to this forum...any suggestions would be great.
 
Make sure that you have a good spark first. that"s usually the problem.
Those 9N"s can have sticking valves which makes them difficult to start and even when they start, they run like a three legged dog. You can check that by doing a compression check.
