3pt not lifting

I'm looking at picking up a 9n from the original owner but the issue is that the PTO works fine but the 3pt is not operating at all.. Any suggestions of why this is not working an/or what can I do to make sure this isn't a major problem..

Hey John, I'm not trying to be rude, but post this on the 9N, 2N, 8N area. You will get a lot more responses from some really knowledgeable people.
