o/t water hydrant leaking

the hydrant leaks pretty bad when its shut off is there a way to adjust it, or new gaskets, its made by monitor baker mfg.thanks for any help.I would dig it up and put a new one in, but its frozen here in NW Wisconsin
 
If it's like the ones that I have,loosten the set screw under the handle,where the handle connects to the rod. Pull the handle up a little and retighten the setscrew so that when you shut it off,it pushes the rod down farther. There is a valve at the bottom with a drain hole in it. It has to push down far enough to push the rubber stopper down so that it will seal and push it far enough past the drain hole in the side so that the water above it will drain.
 
If rrlund's suggestion does not work the rubber tip on the end may need replaced. Most units the handle screws off an then you can pull out the rod and replace the tip.
 
The way you stated the consurne leads me to think the drain area at bottom may be saturated. That would be true only if the hydrant stops or slows to almost nothing after 5 minutes. If that is the case there is an increased danger of the barrel freezing and cracking. If it is leaking 24/7,what I just stated is meaningless.
