What is a good way to set the engine RPM on a diesel tractor to its recommeded high end setting when there is no dyno available? Can a PTO rpm gauge be used and how is it to be calculted?
 
You're talking about the no-load top RPM that is determined by the governor in the injection pump?

Just hook a tach to it and turn the adjuster screw until it's correct. Many types of tachs can be used. Mechanical, photo-electric, or Piezo that hooks to an injection line. You could even use a cheap hand-held Delco mechanical tach against the PTO staft can calculate engine RPM with math.
