freeze plug

poke a hole in it and pry it out. Drill a hole in it and then pry it out.
 
With chisel or screwdriver drive in one side, rotating the plug, then channel locks or vise grips to fold and pull the plug from the recess. Take care not to lose it into the water channel. Also you can drill a smalll hole and use a slide hammer with a screw in the end such as a dent puller.... works nicely. Never but never reinstall the old plug. New ones are much too cheap and the old ones will not reseal.

The old ones are rusted pretty thin so sealing is not the problem.These plugs have little to do with freezing.The holes they plug are used to dig the sand core out when the block is cast.
 
Take a torch to it and heat the center red hot. Should only take a couple seconds. Once it cools it should almost fall out.

Actually if I remember correctly from my tour of the foundry during school, the freeze out plug holes are the sprue holes where the inside sand casting form is attached and held in place to the outside casting form during casting and yes the sand from the inside casting form beak-up is extracted through the sprue holes. Not trying to be argumentative but it amazes me sometimes how many of the younger folks have absolutely no concept of how things are made
