Brakes locked

We have a older model clark forklift in the 60,s when the brakes are applyd thye lock on takes 10 to 15 min to release weve tinkered lots bleeding cleaning things up just wonderd if any ideas out there before we go further in
 
Hydraulic brakes? IF there are any rubber hoses in the system I would replace them. They can deteriorate on the inside and hold pressure at the wheels.
 
Sounds like the tiny little return dole in the bottom of the master cylinder reservoir/top of the master cylinder bore is plugged with rust/crap.

Next time the brakes lock, loosen the brake line at the master cylinder. Does a little fluid squirt out and the brakes release? If so, problem is as I stated.
 
The master cylinder can have either a misadjustef pushrod length, or a primary cup in the MC could be swelled up.
Either of these cause the Compensating port (tiny port from Reservoir to cylinder) to be closed off by the lip of the piston rubber.
This causes fluid to be trapped in the cylinder.
If releasing the bleeder at the MC relieves the pressure on the system, check these components. JimN
