farmall 400 wont start

i have a 400 that wont start floods out had gas running out of the throat of the carb rebuilt carb with new needle seat and float still does same thing any one have any ideas

Check the width of the legs on the float. If the float legs are bent out even slightly, they touch the sides of the carb bowl. This will keep the float from rising and (in turn) closing the needle valve.
My brother's Super M had a similar problem and that turned out to be the cause.
Make sure to follow the service manual on the height of float.
If you find that the float can move freely and is set to the proper level and the problem persists, I"d check the quality of the new float and the new needle valve.

I tried rebuilding a carb once many years ago.
Everything worked but I could not get the float level correct.(either would flood or get no gas..)Now the fact that I grew up in an auto salvage yard helped her,as I didn't have the same carb but did have one with an identicle float...So took float out of one and replaced new one I couldn't get set right,,,,problem solved..

So long story short!!either your new needle and seat are not working properly or you need to adjust the float height.
 
along with everything else suggested
put the float in a can of fuel over night
weight it down so it is completly covered
the next mornig take the weight off and see if it floats or lays down at the bottom

If the fuel runs out only after cranking, Isuspect ignition problems. Pull the plugs and see if they are flooded fouled, or dry! JimN
 
I had an ATV that would not start.
Pulled the spark plug. It was wet.
Put it back in and then covered the inlet to the carb.
It started.
Try holding a glove or your hand over the carb intake.
Maybe the fuel is coming out the overflow but not going up the manifold to the head.
It won't hurt anything to try it.

Look aat the lip on the float where it contacts the needle valve. Those IH four cyls vibrate and will wear a slight indentation in the lip. As the float moves the needle valve needs to slip just a little on the lip and it can't do it if the little dot is worn under the needle. Lay the lip of the float on a smooth solid surface and take a dot punch and dot the lip on the oposite side of the worn spot just enough to make it smooth; then dress with sandpaper so the needle can slide and presto, no more overflow.
