under the valve covers on the deutz 4cyl (and i guess the 6cyl) is one 19-21mm bolt and what appears tho be a 3/8drive cap. does this house a bolt in a deep hole? or pandoras' box?

Sounds like you are talking about adjustment for the valves. Nut on the outside set screw in the middle of the nut.

no it is not valve adjustment,it has conventional valve gear. the only thing i can figure is these must becapsfor deep set head bolts; thanks.
