That is an afful narrow wheel for a 15", 5" is the narrowest I have seen and most are 6" wide. Now if it was a 16" then it could be about right for a 5:50 tire. A 5:90 X 15 would be about all you could use on that size rim but anything using that small would likely have a 4 bolt or a 5 bolt hub.
