Yes that is normal. Due to the increased speed of the air at the venturi in the carb it creates cold. In high humidity situations it will be moisture and at right conditions it will form ice. Ever hear the saying icing up carb. Car and truck manifolds have an exhaust crossover in the manifold to correct this problem.

Yes it is normal. My 1950 JD B "sweats" around the throttle end in certain weather and when it's cold I have seen "frost". The pressure differential through the carb venturi goes from atmospheric to vacuum very rapidly.
