When my 52' farmall m is running the amp meter will sometimes go back to the middle like when it is off and then it jumps back forward like it is charging. Is that normal or should it always show it charging?
 
The regulator could be a bit erratic or have a poor ground or maybe the brushes in the genny are a bit sticky. Working on the regulator is iffy, you could polish the contacts with some fine emery paper and then check and reset the max charging voltage but that takes time for the battery to reach full charge to attain a voltage that does not overcharge the battery. This requires some knowledge and patience, the spring tension is changed on the VR contact to change the charge voltage, not the cutout contact. A good Volt meter is absolutely essential to do this. mEl
 
The ammeter should taper to zero as the generator finishes charging the battery. It should not be charging forever. It should not jump to zero either. Jumping to zero sounds like a loose connection around the generator and the charging wire.
