enough tractor?

I am using an Allis D14 on a 6' rotary mower in heavy (2' tall) grass/weeds and the thing has a hard time mowing it. Is there something wrong with my D14 or is it just not enough tractor for this? What do you all think? Thanks.
 
It should be enough tractor, but you won't be able to mow in high gear. How fast are you going?

I have pulled a 6' bushhog with a JD B (27hp). It cuts fine, but I need to use first gear in stuff over 2'.
 
You are going to pull a lot of horsepower trying to cut it in one pass. either take a half swath or raise it up the first pass and mow it twice.
 
Any tractor the size of a D14 will be marginal in really heavy cutting. Just take a little less on the swath and it should do just fine. Getting a bigger tractor may not be the solution because you'll find that, in really heavy cutting, you'll be overloading the mower. The cuttings won't be able to get away from the mower fast enough and then, guess what? You'll be taking a narrower swath. Right back where you started.
 
raise the mower up to cut about 8 inches high, lets the clippings have a place to go.
OR drop the mower down on the skids and put twice the tractor in front of it
