6 volt charging problems

My charging system had been working fine, new regulator and rebuilt generator then it went south. The amp meter showed 3 amps at high speed. Before, it showed roughly 10 amps after engine start up and then would decline to 2 or 3 amps. The generator and regulator were checked, 7.2 volts and 12 amps output. The gen. was reinstalled and regulator polarized. Now all it shows is 3 amps discharge. The bat. terminal goes to the amp meter via a 10 ga. wire then a 10 ga. wire goes from the amp meter to a terminal on the push button start button where the neg. wire from the battery connects. HELP!!
 
1. Actually, you polarize the GENERATOR, NOT the regulator (even though the connections to do so are often made at the regulator).

2. What are the VOLTAGE readings at the armature and field terminals at the generator with the engine running at above idle speed?

This article is lots of help. The generator shop put the generator on their test bench and said it worked fine. Now I've got procedures to troubleshoot the system...Thanks.
