CAV injector pump governing problems

OK, who's the guru on CAV BPE injector pumps.
Just got hold of an old Chamberlain tractor (Perkins diesel engine) which fired up quite easily after many years out in the long grass. But goes straight to revs and won't shut down with the stop cable. Am I correct in thinking that there is a vacuum diaphragm in the end of the injector pump that could be faulty? or could the rack be seized?
Any advice appreciated.

The CAV I work on on a B275 International has a diaphragm on the end of the pump was easy to change had to order one from England. Be sure that the air lines are not stop up that that controls the governor on each side of the diaphragm. Make sure that the rubber surface is not real dry, where it is letting alot of air pass through. Did not seem like a very hard pump to work on, I would give it a good cleaning.
 
I would say something inside is stuck. (I know dumb statement). Sounds like it could be the rack since the stop cable will not shut it down.
 
I think this is the same pump as the 275. I reckon it may have a diaphragm, I will be away for work again this week, but will have a look on the weekend.
