Trying to get my Owatonna swather with Wisconsin V4 running to bring to the county fair,but guess what? WON'T START!!

Ran it last a month ago,no problems.Sits in shed,Ran well last I used it.Always started with around two cranks.

The impulse is not right.Most revolutions,the impulse snaps twice.Sometimes 3,and very rarely 4 times.Any ideas??
 
Which V4 do you have. Got the Wico XH-1343 mag on it? That has trip plate for impulse with two lugs to trip on instead of one like other Wico XH mags had. Only on that one does it have two. Yes the impulse spring could be weak or broke too but the trip dogs and plate they mount on and pins can wear out too. Email me and I"ll send you a parts break down on the XH 1343 if that"s the one you have. The Wisconsin Motors website has manuals on the mags used on V4 engines also.
