Rear Tractor Rim

Greetings!
While using a 4.5" grinder to remove rust from a 12"X28" rim, I found the letters "F&H" enclosed in a circle followed by a series of five-pointed stars also encircled followed by "W 1228", more encircled stars, an odd looking character, more encircled stars, "MADE IN USA". another encircled star, a "1" followqed by an encircled star below which is an encircled star followed by "65".

Can you help me decipher this code?

1 and 65 might mean it was made in Jan, 1965. F&H is a brand name. W1228 means it is rim 12 inches wide, 28 inches in diameter, for a tire 11-12-13 inches wide by 28inches, old size marking system. and the "W" means it was meant to go "wound and "wound for many years.
