In all the years I've been in and around farm tractors, I've never run into this before.

Something seems to be sticking in the governor on my H. You can open the throttle and the engine will stay at idle. Conversely, with the engine running at a good speed, you can push the throttle lever to idle and the engine will stay running fast. Tapping on the link between the carb and the governor will sometimes alter the engine speed to the throttle setting.

Before I go off into unfamiliar territory, does anyone have any suggestions?

Three things:
Throttle shaft sticking in its bore
Throttle plate loose on shaft (pretty common)
Binding in the tang/to slot at tube flange.
