OT/ Groaning water noise in house

Whenever the water is turned on in the house, there's a groaning noise. It sounds like it is coming from the valve on my side of the city water meter, but can't tell for sure. I've turned the valve on and off serveral times and have turned all of the valves in the house off and then fully back on. I could take off the valve on my side of the water meter and put in a straight pipe to see if it is that valve, but the valve looks to be high quality. I've also turned on all of the water outlets to get any air out that may be in the lines. The noise is very load! Any suggestions are appreciated.

Is the noisy "valve" a backflow preventer or a pressure reducing valve or just a simple valve??
 
The valve on the house side of the meter shuts the water off to the house. I don't know it it a special type of valve. The city also has a valve on the street side of the meter that shuts the water off. There's a valve on each side of the meter.
 
I have the same problem. I traced mine to my under sink Culligan water filter. Don't know what causes it, but if I don't use it for a couple of weeks, it quits sounding like a haunted house in my kitchen. Jim.
 
Perhaps just a common g;pbe valve or gate valve with loose innards?

Is it easy to replace?
 
Just saw an "Ask This Old House" episode where they talked about this problem. Almost always a leaky washer in a valve. Pretty easy to fix once you find which one it is, depending on where it is.
 
It is Fathers Day and the noise is your wife pumping water rather than telling you the well pump has packed it in.

Mark check the water level in your comode tank, if it is right at the overflow point you need to adjust the float in the tank, also check the straps that hold your water lines under the house to see if they are loose. Good Luck.

It was the pressure reducing valve. I didn't know there was one there. It is right after the shut off valve, which is right after the meter. I should have went with my instincts to dig that up. A plumber figured it out right away. He didn't charge me for watching him!!
