Clutch question

on my 39 JD A, should the clutch mechanism where the rod goes down into the crank and connects to the pully brake be loose and able to pull up? any info would be great
 
On that spline shaft the fork fits on inside? No, it should have some cotters and washers inside to keep it from jumping up like that. Take linkage loose and 4 bolts or so on front side of it and slide that and the fork out to see how worn out it all is.
