My friend calls me and said the mower stopped moving, the engine runs and the blades turn. I looked under at the drive belt and it's in pieces. Put a new belt in, started and went forward and reverse a few times in the garage and it worked ok. Drove to the yard and mowed to the other side and back,worked great. Stopped the blades and started to go forward and went about 10 ft when it stopped moving then I heard the belt fopping around and shut engine off. The new belt is now torn up. I talked to local repair shop, he said the Hydro static trans is locking up and that is common when the trans is going bad. Anybody else ever heard of this problem?

Well, if you installed the drive belt correctly, and din't inadvertantly get it outside of a belt guide, instead of inside where it normally goes, and an idler pulley isn't stuck and not turning, and there isn't a stick stuck up under the machine to interfere with the belt, then maybe the transmission is really gone bad. Yes, those hydros can go bad, and ruin the belt. Also, a stuck idler, or a bent bracket, can cause problems, too.
If you can, raise the machine up so you can see under it, and check the things i have mentioned, and anything else that may not look right!

Also,

Check those spring loaded tighteners. They rust up and don't keep the belt tight.

I had to use a bar to break mine loose so it would put the proper tension on the belt.

I had a Yard Man tractor with hydro and after about 17 years, the hydro went bad. But on mine, the reverse failed first. Didnt lock up, just wouldnt move the tractor. The belt and pulley turned just fine, but didnt move the tractor. It sounds like in your case, something is siezed up, maybe an idler or a spindle (if it is the mower drive belt that is tearing up).
