Massey ferguson TO 20 problem

I can"t get the engine to run at full power. When I put the throttle at full, it automatically moves back to about half the power. Also, It doesn"t increase power under a load like when I am mowing or plowing up a hill. This happened after I change the manifold and put on a muffler. Any ideas on what is causing the problem. Might not be sealed up good.You have to have all the old gasket scraped off on both sides then drawn up good starting from the middle working your way out with a torque wrench in stages.That would be with clean threads with a drop of oil on them.I looked but did not find what they were supposed to torque to.A good auto parts store or an Agco dealer maybe could tell you what to torque them at.
