Can a tractor with 12 volt negative ground jump start a tractor with 12 volt positive ground?

YES, just connect positive to positive and negative to negative.

To be more specific jump BATTERY (+) to battery(+) and BATTERY (-) to battery (-), and DON'T let the machines' metal frames touch.

Also make & break the last connection on the ground of one tractor, never at the battery.

Yes.

People get confused with a pos ground and a neg ground system.

But when jumping any vehicle no matter what the ground is you always hook two batteries to jump positive to positive and negative to negative.

If you would hook pos to neg and neg to pos you will be creating 24 volts (if both batts are 12v) and burn up both vehicles.
