How do I engage the PTO on a ford 800 powermaster?

Help! Pretty new to this...the tractor has a rear pto and there are two levers that I would assume one would be used to engage the pto. One is on the left side below the seat on the transmission. If the clutch isn"t all the way in when I move the lever to the rear I can feel the gears, so something is engaging, but nothing from the pto. The other lever is right below the seat on the right side. When I flip it down...nothing there either. Help please!
 
Lever on the left is for the PTO. Clutch pedal needs to be all the way down to engage the PTO, then slowly release pedal and PTO should start spinning. The other lever is the draft/position control selector. Draft for plowing, position for pretty much everything else. (sorry - can't remember off hand if up or down is draft.)
 
FordFarmer has given you good advice. Your tractor may (860,861- with 5 speed trans)or may not (all others except selectospeed)have a 2 stage clutch - if so- pushing clutch partway down will stop tractor,allow shifting etc, all the way down for shifting pto with the lever on the left side of trans case. Try putting pto in gear with tractor off and then start it and see if it works. There are 2 holes on the clevis on the end of the clutch rod , maybe you have pin in wrong one.
