Was thinking that at one time or another someone made weld in plates to repair the valve stem holes in rims but cant seem to find such a thing!!
 
You can weld if ya want but i use fiberglass and the cloth easier to work with and when your are done cant tell its even been repaired.
 

I suppose you are talking about a rear tractor tire. In that case I would try taking a flat piece of steel and drill the appropriate size hole in it. Cut out the rusted part, and weld the new piece in place.
For a front rim I have just welded up the rusted out hole and drilled a new hole in a clean place.

If you are SURE there's enough metal left of the rim that it's safe to use, make a new hole for the valvestem at another location, in good metal, then patch the old, rusted valvestem hole closed.
 
I fix rims all the time. Last one I did a guy told me it could not be done but I did fix it and it has held air for 6 plus months at 30 PSI. Its ugly but is working just fine. All depends on how much time you want to spend on it but most can be fixed if you take the time and have the steel to do it
 
Yes they used to, looked just like the origional rim hole, not like the messed up jobs you see on a lot of tractors. I think they stopped making these 12 or 15 years ago.
 
i have used old rims as donors, cut the valve stem area out of an old rim and welded it to the damaged rim. works pretty good. fixed up 2 rims for my lil genius plow that way too!!
 
I thought I only had to make a small patch but after I broke the tire down and started banging around with a chipping hammer this was a bigger hole than I expected. I see I would need to remove the tire from the rim totally to do a proper patch.

With the tire off and more pecking around to find a solid non rusted area. It took a little bit larger patch.
