I would like to know if you can remove the valve cover on the above tractor without removing the hood assembly and gas tank.

Yes you can however,it is very close and you will have to tilt the cover into the correct position for removal.I would also recommend doing this job out of earshot of others.
 
Yes but you have to know just how to hold your mouth when doing so. Stand on one leg and tip your head to the side. Just joking yes it can be done but it is a bear to do and even then you still can't do much else

If the fuel tank and shroud are where they are supposed to be, you can, but it isn't easy. I have never seen how valves can be successfully set hot, since it takes too much time getting the rocker cover off, and things cool off.

If you plan to remove the rocker cover, I would suggest that you carefully clean up the area around the whole rocker cover first. Otherwise, you will have a real problem from junk dropping into your open engine. Don't ask me how I know that...it is much easier to clean up first than to try to get the junk back out of the engine. Good luck.
 
Yes, I've done it on my 4000, which is quite similar. There is just barely enough room.

Actually, it takes less time to remove the valve cover than it took you to post your question. Two nuts and it's off.
