Cow Tax Proposal would threaten agriculture viability

“With the economy in bad shape and the possibility of a deep recession looming, the Environmental Protection Agency is proposing to levy new taxes—on cows and pigs,” American Farm Bureau Federation Director of Regulatory Relations Rick Krause told Wyoming Farm Bureau members at their annual meeting. Krause spoke in Sheridan on Nov. 7.

“This is no laughing matter,” Krause said. “The cow tax and the pig tax are parts of a larger scheme by the Environmental Protection Agency (EPA) to regulate greenhouse gases under the Clean Air Act.”

“Under the proposal, if a state charged the “presumptive minimum rate” from the EPA, the cow tax would be $175 per dairy cow, $87.50 per head for beef cattle and a little more than $20 per pig,” Krause explained.

Krause explained that the U.S. Department of Agriculture says that a producer with more than 25 dairy cows, 50 beef cattle or 200 hogs would emit more than 100 tons of carbon and be subject to the permitting requirements. “These thresholds would impact 99 percent of dairy producers, over 90 percent of beef producers and 95 percent of hog producers in the United States,” Krause stated.

According to Krause, the EPA has issued an Advanced Notice of Proposed Rulemaking in preparation to regulate automobile greenhouse gas emissions under the Clean Air Act (CAA). “The regulation of automobile emissions automatically initiates other provisions of the CAA,” Krause explained. “One of those provisions requires permits from anyone who emits more than 100 tons of a regulated pollutant per year and there are millions of sources that emit more than 100 tons of carbon.”

The Title V permits, that are essentially a cow and pig tax, are supposed to contain provisions designed to reduce or eliminate the emissions of the regulated pollutant. “Cows and pigs methane emissions come from natural and biological processes,” Krause stated.

“The economic costs to producers from the cow and pig tax would be great and could cause the cost of beef, pork and dairy prices to rise,” Krause continued. “The cow and pig tax would impose severe penalties on livestock producers in the United States without effectively reducing greenhouse gas levels in the atmosphere.”

my thoughts exactly! why do they tax farmers more when we are what keeps america from going hungry and naked? prolly more hot air commin' from DC then we have any idea! they think too much too!

There are rules governing dust being drafted as well. Originally EPA was to exempt farmers, but that exemption was left out of the last few drafts.

Looks like food will be coming from Brazil. They need to cut down a lot more rainforest to feed all us stupid Americans.....

I had also heard something about productive lands protection. Apparently it is some enforcement program that would require a certain amount of private farm land in the US to always be farmed for food supply and if you were to stop farming yourself, you would have to enroll in a program that say you will rent out the land for farming and not take it out of production, or be fined. If you couldnt find a renter the govt would put your land on a list of subsidized rent share for farm corperations that would utilize these protected prodictive lands. Dont know how much of that is BS, but these days it seems a certain party is trying to instill an awful lot of government controlled private property. That'll be "change" alright.
 
I did'nt think I would ever see the crap being, not just talked about, but being done by our government. Nationalizing banks, Wanting to take over and tell U.S. car companies what kind of car to build. Slippery slope he//, what you just said there. What's happening here?

agree 100%. The environmentalists will take this country back to the days when no one walked on the land that the US of A sits on. It will be pristine and beautiful and quiet BECAUSE THEY WILL STIFLE ECONOMIC ACTIVITY TO THE POINT NO ONE CAN LIVE HERE! Meanwhile, China & the rest of the third world will be kicking out products that the rest of the world buys with little or no regard for safety, environment or fair trade rules.

Back on topic, this has got to be the stupidest idea I've heard yet, but I'm sure we'll hear stupider ones over the next 4 years. Al Gore will be running around with his crazy UNPROVABLE theories and with the "mandate" that the enviro-nuts and liberals feel that they've got, some of them may even be put into action. God help us all.

Plus, just heard this AM that the govt is going to throw ANOTHER $25 billion at Citibank (without rake-them-over-the-coals-Congressional-hearings) PLUS buy some $160 billion in BAD LOANS from them. No questions asked. And Citibank doesn't PRODUCE a thing. They don't build a car, they don't raise a crop, they just funnel money from depositors to lenders. THEY'RE PAPER PUSHERS AND PRETTY BAD ONES AT THAT.

That's what I'm afraid of,either the IRS will or the DEA would stumble across me whether I was doing anything wrong or not. A person's just not supposed to live outside of society you know. You might be up to something. We looked at a place north of Eminence Mo a few years ago that ONLY the government could have found. Nobody ELSE would have ever found your bleached bones if you'd have died there.
 
Correct me if I'm wrong but since the "Yes we can" guy isn't yet

proposed a tax on all private wells and a fee on all ATV whether or
not they ever leave the farm.

Being completely honest with yourself, ask yourself these two questions:

1) Would you as an obvious LIB, agree to everyone paying the same share of taxes needed to make repairs to damage caused going to and from that private well while the owner collected the cream, or would you be screaming that bubba needs to pay a higher share cause he owns it?

2) Would you, as a LIB, set back while people that rode ATV's on roads and public trails causing accidents and countless dollars in erosion damages, be descriminated against by having to pay taxes while that other guy that is privileged to have his own land don't have to pay nuttin?

Just ask yourself.

If you think they are going to tax cattle and hog emmissions, do you really think they won't get around to telling us our old tractors pollute far too much to be used for recreation, of even farming?

Another one Ive just noticed is in California Gov. Swartz. is looking to apply a tax to veterinary services. Being a veterinarian I provide a service and thus do not get taxed on it, over the counter products (Ex Rx Pet foods) do get taxed. As soon as something passes in one service oriented field it does not take long for others to follow suit, especially when it comes to taxation. I was reading in the article that LA County's tax rate would be 10.25%.

When is enough going to be enough? Three other states already charge similar service taxes (Hawaii, SD, NM). Why cant these people get it that perhaps they need to cut back and spend less instead of finding ways of taking more.

Red, I am not sure if you realize it, but this methane tax idea came from a nnalert administration. I can't really see how you blame the liberals. The physcological defect you present is called transference. GW Bush, a nnalert has been president for 8 years. For 6 of those nnalert had the House and the Senate. Bush refused Conservative principals, and ruled as a neocon. That is the primary reason we will have a Democtate President in January, conservatives and libertarians wanted no more of that, and stayed stayed home on Nov 7. . This allowing the neocons and Christian Right to run their favorite candidate and lose . What you are doing is taking your disapointments of Bush and the neocons and transfering (quite irrationally)it to anger at liberals. Hope this makes you feel better.
