I have a 71 ford 2000 3cyl.This one had the holley on it(R4119).Ran out of gas the other day,and after I put gas back in it,it started flooding the carb.Could get it to run by turning the gas off.To make a long story short,I broke the float.Tried to repair but no luck. This carb has always gave me trouble,so i got a Zennith(13913).Put this one on(new out of the box)and it won't it a lick.It has fuel in bottom of bowl, its getting spark.About to make a fire and push it in.Any help I would greatly apppreciate.

If the engine has been badly flooded, you may need to replace the spark plugs to get it to "fire".

It sounds like you may have flooded it bad enough to foul out the plugs. Remove them and heat the electrodes with a propane torch till the carbon is gone from the tip of the inner insulator (The ceramic should be white again). Reinstall the plugs and is should start. If you have some new plugs, then just replace them. HTH
Good Luck and God Bless
