706 International tractor clutch slipage

I bought a 706D with what I believe is a clutch problem. If I work on shifting it into gear for a while it will engage the transmission. I then can get it to move, it starts slow then picks up to feel normal. If I push on the brakes when driving it will lug down. I'm getting ready to buy a clutch kit for it, is there anything else I should try 1st?
The person that sold it to me said they plowed with it about a year ago and it was fine when he parked it.
 
Sounds normal for a 706. I ownd a NF Gas and worked for a guy with a WF LP. Both of those tractors (especially when cold) would have some hesitation when you let out the clutch. I certainly never had to worry about the front wheels coming off the ground. They were also notorious for gear grinding and hard shifting. If shifting gets real bad you can adjust the linkages in and under the steering column.
 
I can't feel when it engages, very soft like it's already semi engaged. I can push it in and it will stop moving. When I say it starts out slowly I mean in 4th gear it starts to crawl then in about 20 feet it catches up to the gear.
 
Yes it slips on hi and low, if I come up a bit of a hill in 4th it slips to where I have to change to 1st gear. Clutch seems to be adj correctly.
