You need to figure out first what you have. As the other guy said there was never one made in that year. Common size tires on the Allis tractors were 28 ibch but unless w know for sure what you have its hard to be sure what you need

Most D17s have 16.9x28. Some of the early ones had 14.9x28. My uncle had one with 18.4x28 but I don't know if that was a later one with higher fenders or not but that big a tire would hit the fender I would think if in the narrow position on early ones. My 1958 D17 has 16.9x28. The first D17s were built in 1957.
 
You can safely go an inch wider or narrower than the rim width- beyond that they don't fit well. 14.9 was standard, 16.9 was oversize. All the ones I've ever seen had oversize.
