House insulation question

I need to replace a few pieces of insulation here and there in the ceiling of my basement. Over the years my insulation has gotten pretty ripped up because I had to take it down for plumbing repairs. I hope to get it to look better, provide some R value but at the same time, will leave some spots under the tub and toilet bare so I can see any leaks. My house has electric heat, my basement isn't heated and the insulation is exposed ( Look up at the basement ceiling and see paper). I had R-13 3" paper BOTH sides and the closest I can find to match the rest is R-15, 3 1/2", paper ONE SIDE only. Is paper on both side insulation still available? Will the missing paper on one side be a problem? I was planning to put the insulation side up/ paper side down so it matches the rest of the ceiling. Should I try to find some paper to put on the top? Thanks!
 
The paper is treated with a tar-like substance for a moisture barrier. The paper goes toward the house and the bare insulation goes away from the hosue.
 
One the exterior walls and in an attic the paper would go towards the inside of the house preventing moisture from getting into the insulation and reducing its insulating abilities. But, in a basement where it could have a get deal of humidity wouldn't the vapor barrier actually go on the bottom side???? Paper towards the basement??? Just a thought.
 
Current thinking is that you have a moisture barrier on the warm side and no barrier on the cold side. In theory, this allows the insulation to breathe so moisture doesn't build up.
 
Usually, the paper or other vapor barrier goes on the warm side. Not sure with an unheated basement or crawl space. I'd check with your building inspector.

If you're going to try and stop that moisture from getting into the house, you put that vapor barrier right on top of the soil. Then you ventilate the crawl space to keep the moisture that gets through that barrier from going to the house.
