O/T Water Heater Problem

Electric water heater is overheating. Have replaced upper and lower thermostat. Bottom of tank feels cool to touch after being on for a half hour or so. Have read in archives about draining and getting lime out. Have not done that yet.
First I would like to figure out if bottom element is working. It has power to it. With power off and 1 wire unhooked, I put an ohm meter across the 2 poles of the element. Ohm meter only moved a tiny bit. So my question at this time is - Does that type of meter reading mean the element is good or bad? Thanks in advance guys.
 
The bottom of the tank should stay cool until the top of the tank is hot. The top stat opens one line to the top element. And closes one line supplying the bottom stat. The bottom element should be energized until the bottom of the tank is up to temp.
At least one if not both of the old elements are probably still good.
A 3000W element should measure 19.2 ohms hot and a 4500W element measure 12.8 ohms hot.
Careful measuring in there. If properly wired. Both elements will have 120V on them even if the stats are not calling for heat.
