What are the differences

No difference at all.All the 601 series tractors were badged as "Workmasters" on the hood decals.Could be you are looking at one that was repainted and the decals were left off.People paint them incorrect colors,install the wrong grills and medallions and all kinds of things that cause confusion.If it says 621 on the tranny housing and the tranny is original then it is a workmaster tractor.
 
Look at the serial/model number stamped into the cast iron. I've seen everything from a Ford 8n to a Ford 4000 called all the same models by folks who don't really know.

On the 100 series of Fords, the middle digit tells you what options the tractor has (proactcally none for a '2'). The 6 tells you it is a smaller engine, lowtotheground wide front model, the last difit tells you it is a newer model by a few years, the xx0 models were a couple years older.

Some labels or stickers or the owner giving it a name or model number does not seem to mean much, as most don't know what it is they are selling. Ford seems to be the worst with this, other colors of tractors there seems to be less misinformation.
