Could be worn valve guides.

However, you must realize a compression test doesn't mean much when it comes to using oil.

If the upper rings are reasonably good, you will have good compression. HOWEVER, the oil control ring(s) could still be damaged or worn, allowing oil to get past them.

Now.. is this a diesel? If so.. could be a diesel 'slobber' problem / wet stacking.. etc.

If it ain't too critical, try a real heavy oil like 50 or 60weight. If it don't help, then tear into it. Valve guides make most of their smoke after tractor has been setting, then smoke less as warms up.
