Is there an adjustment on the header control valve to control the drop rate? Is impossible to slowly lower the header with the lift lever.

I think some orfice is upside down in the hyd syetem, i had a pull type swather, it had it own self container hyd system, they sent it our that way from the dealer, made me mad, i stopped the payment on the check, then they came out and fixed it, Good Luck, you might want to ask over at the Allis fourm, Dr Allis is real sharp !!

There should be a one way restrictor in the line going to the header cylinder. it allows full up speed, then restricts down with a check valve with orifice. As noted if it is in wrong, or failed, or missing, that is one possible reason. Jim

I'm not sure about my memory, but I think that machine may have had a hydraulic accumulator
that had something to do with the speed of lowering the header.
You may have to adjust the pressure in the accumulator to change the speed of lift/lower.
BE CAREFUL!!!! The accumulator may have upwards of 2000 PSI.
Best to get a service man to check it.

Yes.

Dang it like the others, not sure what exactly controls it. I have the F, F2, F2, and F3 all together in my head and have the manual and electric setups all confused together now.... I think all had some differences in there....

Bob had it right.
