Stanadyne DB4 injection pump doesnt seem to be pushing fuel. I hear the fuel shutoff solenoid clicking when key on. Shouldnt I see 12volts at the ground post when key is on?

No, not the GROUND STRAP post. The OTHER post should be hot. When did engine last run, if it's been awhile some internal parts might be stuck so pump won't deliver fuel to injectors.

It ran a couple hours before this happened. I went to start and it cranked, started and shut down. Then it just cranks, no start, no smoke.
