Will a skid steer tire, size 12-16
Fit a rim size 12.4-16?
I need maximum puncture resistance, and
the skid steer tire is 12ply and almost
all tread.

Is the rim really 12.4-16, or was that the size tire that came off of the rim?

A rim for a 12-16 or 12.4-16 tire would be about 10" wide between the beads.

If the rim is in fact 12.4" wide between the beads you will have a very difficult time getting the super-stiff sidewalls of a skidsteer tire to seat.

Other than that, it will fit fine. Prying them on might be a challenge for a novice but someone with the skills and equipment could do it.

Thank you. I would tube it anyway, as I
plan to ballast it with RV antifreeze. I
expect greased beads and long tire irons,
I could get it on the rim. I was worried
about sidewall height.

Unfortunately, the tire is 16.5
I thought I found a 12ply, 16 tire.

Common rim for 12.5x16.5 skid loader tire is 8.75" wide. The largest tire for that rim is a 37"x12x16.5" military tire for Humvees which are about $100 slightly used.
