Case 580 D shuttle not working

I have a 580 D Power Shuttle that i have rebuilt. I thought it needed to be rebuild due to that it would not move up hills in any gear other then 1st. The rebuild went well "I have done lots of tractor repairs" and have the Case repair manual. After the rebuild, I have no Forward or Reverse from the Shuttle. I have run the pressure tests for the clutch circuits and cooling circuits. All pressures are within specs. I have removed the control valve a 2nd time, it all looks VERY good. Torque Converter and charge pump were replaced during the rebuild. Any Info. or thoughts?
 
Just a thought does any of it need to be prefilled with oil or primed to work? And if so then have you checks the oil level as it is pulled in things so you are not low on oil. Just thoughts here since the converter could hols a fair amount of oil. OR depending on how long all this took could the pump be dry needing an infusion of oil to work?

All oils are filled to the full level.
This thing acts like there is something wrong in the control valve spool. The pressures are the same in forward and reverse. at idle 100 psi and 145 psi full throttle. I think i am missing something with my diagnosis. i have now had it apart twice and have not found anything wrong.

The only thing that controls the forward and reverse is the control valve. does anyone out there know about the control valve spool on a 580 shuttle?

It has been along time ago for me but I'll chime in. Could it be related to the clutch disconnect system. Should have an electric solenoid mounted to the shift spool and controlled by button on loader lever and maybe one on shift lever. Maybe has the transmission in disconnect mode. Just a thought. Good luck
One more thought. Is the gear transmission in neutral? I know, it sounds like a dumb question but things get over looked sometimes.

Thanks Dennis, All Dumb questions are GREAT, It was the solenoid that was the problem. I read the service manual wrong.
