Huber Maintainer M650 grader - circa 1970

I've got an older Huber M650 grader made before they went to hydrostatic trans. The wheel cylinders are leaking thru the seals so no brakes. I'm trying to pull the hub/drum assemblies and they will not budge. I've pulled the hub nuts, doused with PB, heated the hub to glowing with a rosebud and have a 20 ton hydraulic puller tight as a tick and still no luck. any ideas?
 
If my memory is correct, the tightening torque was 2200 foot pounds. I worked on Allis Chalmers road maintainers and always had to use a 4 to
1 multiplier with a 3/4 inch drive torque wrench on the nuts. I don't remember any puller tooling.
