i am ihc not case ,so i have no idea.

i was thinking of what it might be.
 


My Fords have various though smaller. They are oil galleries. They are supposed to be pluged. Mine have nice stainless steel plugs.
 
That one goes into the oil galley. Should be a couple on that side. There is a water drain on the rear side of the oil filter housing and a plug higher into the water jacket.
 
Your comment is what I was thinking , has to go with the oil pump. So is these threads on the inside of the block ? On the out side its smooth , no threads. Just like there should be a plug in this side. U can see a pin inside the hole.

I am pretty sure that originally they are driven in but the rebuilders tap the holes for the various sized plugs that they stock.
