Jd 40 T pto question

My 40t JD pto will engage to correct rpm speed but when I pull lever back to disengage it still turns at a real low rpm. Any ideas.

very common situation with many tractors.........
grease on the gears provides a slippery force to turn another gear

Yes, you should hook up with tractor turned off.

As you likely already know, you need to use an overrunning coupler when operating the rotary cutter so it's inertia doesn't propel you into trouble when you step on the clutch and need to stop quickly.
